I would shave her all the way down. I know that we preach not shaving double coated breeds, but she needs it. That cost is toast! I would start by getting the hair and debris out of her ears.

Try bathing in baking soda water to soften the mats, but just a quick soak & thorough rinse, will also help with any itchy skin. Bless ur kind💜 for adopting into ur family 🥰
