Char the poblano peppers directly over gas flame on the stove or under the broiler until blackened on all sides. Enclose in a plastic bag and let steam for 10 minutes. Peel and seed the peppers. Cut into strips. Set aside. 2. Add oil to a large skillet and heat over medium-high heat. 3. Add meat, season with salt and pepper and stir to combine. Cook meat for 10 minutes. 4. Add onion, stir to combine and sauté for 2 minutes. Add poblano peppers (rajas), potatoes and stir to combine. 5. To a blender cup add tomatoes, serranos, jalapeños, onion, garlic, cumin, oregano, beef bouillon, 2 cups of water and blend until smooth. 6. Add blender mixture to skillet, 2 cups of water, salt (if needed), and stir to combine,. Cover, reduce heat to medium anc simmer for 18 to 20 minutes or until potatoes are tender.
