I fully agree, a sorry doesn't fix it, you/I still did it. And then being mad is normal, they should be allowed to feel and express their emotions. We have to live with what we do, and say. There is no do over, so if truly sorry, don't repeat the action. A lot of people don't like to sit with themselves and take true accountability, it's hard to do!
