All emergency vehicles idle so the battery powered equipment charges off the engine...they have a feature call runlock so they engine stays on without the keys. try asking educational questions instead of approaching with a bad attitude like you've got 1 over on them.

There is very few things in a police car that need to charge etc shouldn’t be idling, chances are they are doing it to prevent the car fogging up Incase they have to respond
