I think what Yuki meant by calling Tohru a “mother figure” is that she’s such a caring and nurturing woman. He doubted his feelings because he thought that maybe what he truly needed was comfort and security, not romantic love, so he assumed he liked Tohru when, in reality, he was drawn to the warmth and care she gave, like that of a mother.
