the fuel rack is probably bent they are super brittle so if you pull is out and straighten it out it will Crack and needs to be replaced

I just rebuilt one of those but on a skid steer it was a bf1011f it looks to be ten same except yours has 2 cylinders there is a hole where a pin in the injection pump has to go in the fuel rack. You are supposed to use a fuel rack timing kit and insert the pin to keep it in the proper place. Either the fuel rack is not in the proper position to insert the injection pumps or the pin on the injection pump is seized not allowing the rack to move once you insert it
