Apart from the fact that it was correct for TWO tugboats to help the ship leave the pier due to its size and the current, they do NOT say anything about the fact that it was piloted by an expert American captain from NY.

They stayed on masts because they expected the ship to start pulling forward any second, but never did. Totally operator error.

I was the closest vessel to this crash. The ship was stuck in reverse. Took about 1 minute all this to happen. They messed up leaving pier 17 on the flood tide, tugs messed up by not being attached to ship, third, stuck in reverse.
