I can give you an answer. Because Xenoverse has its engine set up to be able to easily do that. They go into their own little developer customization options. Give Vegeta big hair, some new animations and done.

Beacuse it’s a LOT EASIER to make a character in xenoverse 2, and that studio has tons more experience pushing out updates , sparking zeros team is relatively fresh and it has to be so much more polished I promise you when it comes out it’ll be a lot better
