this is clearly a well trained dog and I love that. I don't think that gives you the right to have them off lease in a public area even with 100 percent confidence. it's not only explicitly against the rules, but also a simple way to cause confrontation with others that aren't as comfortable with your off leash pet as you. it's just about respecting people around you.
