My best advice for you is to take Melvin outside to play and have fun in the rain not just when he has to go to the bathroom. you wanna make Rain something completely normal. You may also want to play some thunderstorm YT videos in the background so he can be comfortable with the sounds now while he’s a super sponge

You should teach him a command for potty. Something you don’t say in normal conversation but, when he does potty use that command. Soon he will learn when you say,”x” means to get busy and potty.

I have a MGD and biggest tip I have is to get him use to being brushed! Get him to love it because my dogs previous owner RUINED it for my dog and it’s a fight everytime it’s time to brush or groom. He’s so cute tho! 🥰

Rain jackets are a life saver. Keeps him dry but also less knots in his fur from drying him off constantly.

Play in the rain every time. I have a two year old poodle who I now have to yell at to come in because she’s enjoying the rain too much but hey, she does her business outside while it’s raining 👍🏻

Train him to go out in the rain so he gets used to it. If not you will hate yourself when there is a long stretch of rainy days (not sure they have those in NY cause I’m in FL) and he refuses to go out.
