I think its hard because people do not consistently interact with members of the public like the police do, and it makes it hard to actually imagine how an officer has to act with people. the term "officer command presence" is obsolete to most of the general public and it isnt really something you can teach unless you are an officer.

Unfortunately a small amount of people have this preconceived notion of how we behave as police officers. I want to believe it’s possible to change that belief but it’s hard to. Some people just have their minds made up and will never give us a chance.
