You should read the council of Elrond in Fellowship. This is when Aragorn is revealed to Frodo as Isildur’s heir, and Frodo exclaims “Then it’s your ring and not mine at all!” So, your assessment isn’t far off. Aragorn responds that it doesn’t belong to either him or Frodo, but asks that he continue to carry it for a while.

Technically though, Sauron is still “alive” so is it not still his? Then Frodo, very rudely, bring the ring back to Sauron’s house and destroys it in the same fire that Sauron created it in which does in fact kill Sauron. So, Frodo both destroys Sauron’s property and murders him at the same time.
