This is the part of dealing with homeless people that the general public doesn’t understand. It’s not as simple as getting somebody a place to live. There are so many issues. It’s just never black-and-white.

Thank you for showing us reality, some people just don't take the opportunity that is given to them. My guess is not that he's lazy, but depressed. It's been hard for him over many years, and he needed psychological help to get back into a house. Just my guess though, based on experience.
