Those dimensions are for a personal item, not your carry on bag which has a limit of 9in x 14 in x 22 in on UA. The personal item is a purse / laptop bag / backpack that can fit under the seat in front of you. It wouldn't surprise me if they keep shrinking the size to force more people to pay for a carry on bag (and it's total baloney they charge for a carry on now for domestic flights)
