thank you everyone! I moved the eggs gently into a bucket with sand/dirt and am leaving it where my dogs can't get to it. I also released the momma turtle on the other side of my fence so hopefully she won't get back into the fence. From what I have read so far, the mommas don't come back to the "nest" after laying her eggs. ❤️

Bury the eggs so far in the ground a ok they can get out when ready. Do your research first though just in case!!!

I would be worried that the turtle was laying eggs prior to the dog moving them so I would look around for eggs in the yard and definitely contact someone about relocating them away from the dogs if possible

So a male has to fertilize those for them to hatch but she needs to go to the vet to make sure she had them all, they can get egg bound (my red ear slider did this after I thought it was a male for 5 years) lol

Wherever your dogs found it, she was probably laying eggs in the dirt and they picked her up and brought it to you. Try to put them back.
