This not how tariffs work. Fishland kitty sell to Kittyland at same price. When fish arrive in Kittyland, fish buying kitty goes to Customs kitty to collect fish. Customs kitty say to fish buying kitty, want fish? pay tariff. Fish buying kitty pay tariff. Now fish more expensive because kitty now have to pay fishland kitty for fish and kittyland customs kitty the tariff.

The exporter doesn't pay the fee, the importer does. the only impact on the exporting country is a reduction in sales. A government cannot impose a tax on a foreign entity, that's not how it works

Future economist here. This video is not fully true because it obly shows the short period timeline. The thing with tarrifs is that it motivates the home country to produce own (in this case catch fish). This would (eventually) lower the price of fish in homeland and the home country is now a winner in the market because they dont need to import. This also creates jobs in the homeland which boosts the economy further and makes the homeland a more independent country. This is VERY important. There are multiple theories that teaches the art of trade.
