People always argue about who Katniss is supposed to mirror; Sejanus OR Lucy OR Haymitch OR someone else and etc. I think she is literally meant to reflect ALL of the people that Snow has personally done wrong. She is meant to be his own personal plague; because at the end of the day, she ultimately represents the rebellion as a whole, and a leader places the building blocks of their own downfall every time. Each of these people are all just one part of the whole picture, Katniss is a figurehead for all of them. Katniss mirrors Lucy Gray, Sejanus, Haymitch, even Tigress and Dean Highbottom to a degree, and likely even more that we don’t even know about. She takes every single thing that Snow couldn’t understand about all of these people that he wronged and throws it in his face so hard that he has no choice but to face all of the messed up things he’s done. That’s why she has so many similarities to so many characters, that’s why there are so many parallels between her and every single major character
