Covering or concealing a number plate (or a readable number plate) is a violation of Republic Act No. 11235. The penalty for this violation includes imprisonment (prison mayor, as defined in the Revised Penal Code), or a fine ranging from P50,000 to P100,000, or both. Additionally, Joint Administrative Order (JAO) No. 2014-01 also bans the attachment of covers and holders on motor vehicle license plates, with a fine of P5,000 for violation.
