This actually happens but they don’t cut them they just loosen them, not a lot of people know that copper connections suffer oxidation over time and just a nudge sometimes does the trick and no evidence on cctv either if the engineer had a change in that rack

Rookie move, that's fiber, with a nice strong bend it will break or stop working right, so at first glance cable will look fine and require more OT for troubleshooting. If you cut it the issue will be found & resolved a lot sooner giving you less OT. follow me for more frowned upon OT tips 😌🤣
