This was a hype & aura moment at the cost of both Frank & Ghost Rider's characterization. It's bad writing. Firstly, saying Frank "regrets nothing" is bogus because his war is largely motivated by extreme survivor's guilt for failing to protect his family. Second, that's not how the Penance Stare works. It was once something original to Danny Ketch; he has a no-kill rule & believes in redemption, thus his stare would NEVER kill anyone by design. It'd hurt you A LOT, definitely, but never kill, so "surviving" it isn't a big feat. It also doesn't care whether you feel guilt or not, it CAUSES you to feel guilt in hopes that it will motivate you to redeem yourself.

Those that the Punisher takes down are not worth pitying and the Punisher knows this, which is why Penance Stare has no effect on him.

I swear the penance stare is so inconsistent. sometimes it just punishes people by inflicting their victims pain back at them, sometimes it's just if they feel guilty or not
