Sounds like he’s trying to apply wiretapping laws where some states it does require two party consent. However, when you are in public, like these folks are, there is zero expectation of privacy that includes both voice and image.

False!! The video camera is the notice. They can walk away. If the cop was right that would mean anyone could stand next to the camera, not give permission, and you couldn’t record in public. Every family cell phone video at Disney would be a criminal act…🤣
