With larger rolls or public rolls, under is the correct way. When it's pushed against the wall, having it over makes the tp rip with no roll so you won't be able to get tp without poking and proving as the wall acts against the rolling with friction. Meanwhile if it's under with the way you're pulling it loosens the friction and can roll properly giving you easier access to tp. Just by virtue of ease of use under is better than over since there's no situation where over is just significantly easier lol
