so basacly, he controlls it by 1, how the scarf is made, 2, his 6+ years of training with it and he says this when Trai ing shinso, it floats because when he uses his quirk it floats because the effects of the quirk erase making his hair float, and I think the way his hair floats is how the scarf floats, that's how, thanks for reading

Not to be a nerd but in the first season, he mentions how the scarf is made of a special metal alloy (if I remember). So basically it's less like fabrics and more like wire? So like yknow when you bend a pipecleaner or something? Kinda like that but easier to bend and throw.

it probably floats bc of Aizawas Eraser Quirk that makes everything near his face float so probably its an side effect of his Quirk and he took advantage of it (my theory)

my theory is that since he needs his sight to use his quirk another side of his quirk is making things around his face/head float to a limited extend and since the scarf is very light and stretchy he uses this to his advantage and untangle his scarf when he uses his quirk and move it around

OK so his scarf much like Mirio's hero costume is infused with his DNA so when he actives his quirk that already makes his Hair float it also makes his scarf float and it took him years to learn to control the scarf just like he is train shinsou to use it

I think it’s an extension of his quirk, not only being able to turn off quirks but control them, the scarf could be infused with a quirk, for example, when the hero went in to save bakugo or the woman who can create things, just a thought

it doesn't actually float, just like his hair doesn't actually float- otherwise everyone and their mother would know when their quirk is being erased and the goggles would be moot (aside from eye direction) it's just to look cool 😎
