Make them spend the day investigating the room to find it. There’s a consequence to the failed roll, being lost time and potential things happening, but the game still moves forward

First of all you can just take half an hour to succeed secondly having a passive of 18 means their perception would be at a +8 bonus and his 3 would’ve been an 11 which isn’t great but better and that 6 and 8 on the dice could’ve been way higher

But for seriously, I played with a DM who did this and before I left, they had intro'd a dmpc specifically in case we all missed important details and just would not accept "Maybe don't have us roll for either really common, or integral things that will keep us from moving forward if missed."

I've only had one "softlock" happen, my players misinterpreted a clue and thought the queen was being held against her will and snuck into her chambers attacked her guards and tried to kidnap her, leading to half the party dying the other half running away from a time sensitive situation

then later on you just have them run into an NPC who finds it, and it's murdered in front of them. they search the body and find the clue, and a note/journal he wrote describing how and where he found it

one thing I learned dming is you never put required information behind checks, OR you make sure there are multiple different ways of getting that information, with a backup freebie if they somehow fail all of them

that's why I always use the 3+ rule. The party should always have 3 paths to further the plot at any time plus anything they lock onto and want to follow (and then you panic and use creativity to weave it back together)

see i always have a nice there as well with secret stats to avoid this, my players would learn just base info but not its significant, its even funnier when that npc is actually working for the bbeg and how they act influence how much is told. for example if they show an interest of learning the world they will learn it from the necessary so on so forth
