Contempt of cop 101. Officer Rippeon’s statement that Wert “tried to dictate to me that he was going to leave, so I am not playing that game. He’s going to learn, unfortunately, the hard way,” is a direct admission that he arrested Wert not for any violation of the law, but to punish him for exercising his Constitutionally protected rights. This arrest was retaliatory, unconstitutional, and unlawful.
Rippeon’s own admission that he believed Wert worked at the CVS confirms there was no reasonable suspicion of a crime. That makes the stop, detention, and arrest entirely unlawful from the outset.
Paul Wert was 100% right and free to leave the interaction. He had zero legal obligation to provide ID or cooperate with the police in the absence of lawful suspicion.
