I don't think Susie is the monster of the prophecy. Throughout these past few chapters it became clear to me, especially the "Love finds the girl" bit. We know that Love is an acronym for level of violence, and the only character to obtain that kind of Love is Noelle, along being romantically pursued by susie and somewhat berdly, and theres subtext that she might see kris slightly romantically.
Susie is shown to be a thorn in the knight's (probably carol) plans, gerson also says to susie she would be the "dragon" that was defeated in his story.
Susie was never meant to be a hero or be part of the prophecy, she actively wants or actually seems to be breaking how the prophecy is supposed to go, shes basically an anomaly. Sure Gerson says she has hope in her, just like the prophecy, but so does Noelle.
The reason kris tries to save noelle between chapter 2 and 3 is because he likely knows she is the true monster of the prophecy, Kris cares about Noelle but he works for carol, I dont think Kris wants to though. Kris has his own plan to stop the roaring and free himself, but he is a cage to us and we have power over him as the prophecy also tells us. The prophecy ends in tragedy but we don't know what, Kris does and he wants to prevent that, here enters susie. Susie is just like Kris before Kris went into the shelter, Kris genuinely likes Susie, but he has selfish reasons to keep her around too. Susie has freedom, she inspires freedom and her mere presence seems to influence other's freedom too, Ralsei is developing opinions and growing out of the role hes put into by the prophecy.
It explains why carol doesnt like Susie (if carol has something to do with the knight)! She might not know Susie isn't the true monster of the prophecy, but she knows Susie is messing the prophecy itself.
