The main reason is the corruption of the Filipino elites. You are blaming the Spanish who was here 150 years ago. For all I know, the most brilliant minds came from that era. We had Rizal, Recto, Quezon, Mabini, Arellano, etc. These people are still unparalled up to this day. We can blame the Spaniards for a lot of things but not this one. Also worth noting that when the Americans came, their main objective was to remove the vestiges of Spaniards by educating Filipinos with Western values and ideology. Spanish-educated citizens were still forced to adapt to the new colonial regime. Even if the Spaniards taught everyone, it would still go down the drain.
