The citizens mask to avoid being identified. ICE agents do it for the same reason however, the paperwork has thier name on it. So I guess they aren't as anonymous as you think.

So for countless years there has been undercover agents, confidential informants! Reasonably because of actual threat to themselves and family. Are you going to out everyone involved from undercover to confidential informants? I think not. Same as countless asylum seeker and whistleblowers
