It’s because they use the system, that is basically paid by the working class, who do not have this option. Higher education is not free, it is paid by everyone who works, not just the students studying. The education is very segregated, depending on your families socio economic status highly reflects your opportunity to be able to go to university. Many people from low income families or migrant backgrounds are not given the opportunity to study higher education to enable them to go to university as it is seen as “not right for them”, according to the teachers.

its because the people that are paying for it dont have the chance to study because of the way kids are segregated into different schools based on their performance which might seem reasonable at first until you take into account that the kids in the lower school forms are mostly there ebcause of their lack of german proficiency and being surrounded by other migrants doesnt really help them learn it. Plus the ministry of educatiom, or in bavaria atleast, tends to underfund the lower school forms leading to undepaid and therefore less motivated teachers, unsanitary school grounds, lack of modern technology etc.
