We have similar thing in Poland, tho we use pork meat (don’t come after me, I didn’t made the recipe, relax), onion, egg and a stale bun soaked in milk, then after you form kotlet you would roll it in breadcrumbs and on the pan it goes. We do similar thing with chicken tho I think you don’t use bun there. Why the bun? Probably to have more kotlets and don’t use as much meat (expensive). Maybe that’s why Iranian version uses potato, too.
