Yes its the PTU. (Power transfer unit). It’s a hydraulic backup system two either of the two main systems. You will hear it during during the second engine start. I am an Airbus Captain.

it's a good thing when you hear that, means the pilots are setting the flaps for takeoff, something the passengers on air India probably didn't hear
