Swans are usually very hesitant and usually see humans as threats not liking to go towards them, this is a huge sign of trust and that they sense that you are safe and won't cause them any harm :)

Not sure if those are it’s babies but any bird is usually super protective around their babies, the fact she came up slow and with a sort of gentle tone to her quack (idk wth that noise was) it seemed she was js letting you know not to get too close or sum 🙏
