Why not do both. Show and say because marriage is symbolic it represents you and her becoming one and it shows that you’re willing to commit the rest of your life to her. But the marriage being a symbol of love requires your effort(show) to become meaningful, I believe that Romeo is speaking out of fear of commitment. Don’t let past traumas stop you from creating new friuitful bonds but again it’s all a choice

Firstly, marriage in true definition says nothing about the act of love. it’s a unification. Both legally and culturally. What you could say is that it takes love to build a beautiful unification. So in a nutshell love equips us quite literally to become one.
