Interestingly it's a peeling gel, often packed with cellulose, glycerin, and fruit enzymes. When you rub them on your skin, they start to clump up. A lot of that balling effect is the product itself reacting with oils and moisture on your skin’s surface.

I can do the same effect mixing niacinamide and hyaluronic acid. It’s called pilling. There’s no way that’s all dead skin unless this is like day 5 after doing a harsh peel.
