As per a family member: . I wish people had videos of the rest of the story where the NYPD came to the rescue. This guy was from the state attorney generals office The nypd officer removed her cuffs immediately and told her we’re the good guys he’s a bad guy come with us and were extremely courteous and let her go

Not knowing the particulars, but if she was in fact driving w/o a license and add insult to injuring causing an accident, she can in fact: Yes, in New York, driving without a license (VTL 509) can lead to arrest. While it's a traffic infraction, not a misdemeanor for a first offense, it can still result in a jail sentence. Furthermore, aggravated unlicensed operation (AUO), which involves driving with a suspended or revoked license, is a misdemeanor and can lead to arrest and jail time
