You always needs to account for the population you’re trying to attack because during war you have to transition into a war time economy which means you needs bodies on assembly lines making munitions, also you needs to account for boots on the ground and the amount of people you will encounter, as well as the amount of civilians that might die in your attacks, etc there are so many reason population matters when discussing war or regime change through conflict.
