It says in The flash Vol.2 #140-141 “Wally finally defeats the Black Flash by racing the creature to the end of time, to a point where Death would have no meaning, causing the creature to dissipate.” that does not mean that he out ran him, he ran somewhere were death is not a thing, so black flash is faster. If you try to say that he is not faster then you need to read the comics black flash Has infinity stamina no matter how fast you are he will always catch up hes the grim reaper against speedsters made for killing the speedsters.

simple.. the black flash is stillness.. not death but the stillness all vibration comes from.. it's source. so if wally goes to fast he'd actually have to keep moving cuz the high fast vibration is the ether = heaven = real eternal life. so if he entered the timeless zone and then stops vibrating fast it would be the equivalent to entering physical reality or dying, going where time has passed. so he ran to the timeless zone by keeping his vibration high and fast
