There’s a reason behind this though. There’s a legal standard to how long refrigerated and frozen food can remain un-chilled before it can’t be sold. It’s unlikely that someone would get sick from orange juice being out of the fridge for 21 minutes instead of 20, but if an employee gets caught doing it on camera both them and the store could get in trouble for health and safety risks. Some charities and foodbanks do accept the food, depending on how long out was out of the fridge, what product it is, etc. but for what can’t be donated, stores would rather lose whatever is there in merchandise than pay the fines.

It takes hours for things to go bad that is perishable. Temperature danger zone. Takes longer then 15 minutes without cooling to reach quote on quote bad and cause sickness. Food on a counter takes couple hours to have bacteria. Something in a cooler will be longer.

Most coolers don't go above 40 that fast after losing power. The company will block off the doors to keep it cold, add dry ice to it, etc. until it gets fixed. Yes, some will be wasted but not all at least.
