Law enforcement here, have your friend update her registration, then go into the police station and ask to speak with a supervisor about voiding the ticket. Let them know the registration for the listed owner is now up to date. Generally if people fix something like this and have a reasonable explanation within 10 days, we can void the citation and not make you go to court for it.

I’m still not understanding how YOU got a ticket for expired plates and it’s not YOUR car?! I’d hope your friend will take care of this! She just has to get her plates legal again and show proof of that in court, and that’s that. No fines.
