The entire reason kenjaku went to the military was to get them to unintentionally join the culling games, get killed by curses or random sorcerers, and ultimately become food for the merger

That plotline didn't get "scrapped". Kenjaku lored them into a trap in the culling games so they would die and be food for the merger. Thats why they were introduced. It showed Kenjaku was smart enough to work around the amount of people surviving the gamed

the military was never supposed to be a deeper issue for any of the characters, they were a part of the merger plan and it's explained pretty well in the book
