Bros pc is either prime Chernobyl or bros windows is showing usage for all cores combined which means 1 core = +100% to the main counter and if all cores in an 8 core cpu are maxed its gonna be 800%

this type of stuff can happen when registry is broken, some part is corrupted or have false data. You can trick task manager to show billions Hertz for your CPU or show trillions percentage.
