The real answer is that Pokemon back in 98-2000 used to be much more realistic and brutal, it wasn't so sugary-sweet and child friendly as it has become. There also used to be real animals and Pokémon, but now it's all Pokémon.

Also for another point. Sun&Moon/US&UM take place 20 years after the events of Gen1( Red, Blue, Yellow, Green). As the main characters of Red, Blue, and Leaf(Green), appear in the game and talk to the current protagonist.

I wonder if (shelder aside) slowpoke has any natural predators, and if so, do they mainly eat the tail or ignore the tail? Causw if they don't eat the tail then that's a natural way of getting the tail

you need a permit for ethical chopped and you also have to take care and feed the slowpoke until it grows back. this requires some work, which team rocket doesn't want to do
