He could be using the information of police vehicles to commit a violent crime against the police. Entirely reasonable to investigate why you’d be doing that. Maybe he just has a fetish for police vehicles. Maybe he’s just an annoyance which is most likely. But he needs investigation

Americans, can I ask a question please? Let's run a little hypothetical. Say one of these camera people turn up to a business, every day for two weeks. They spend 4 hours filming and taking notes, which according to you is all legit, all part of your 1st amendment rights. No policeman or anyone else is allowed to hassle him because it would be a breach of 1A. One day the man who was doing the filming robs the place, taking thousands in cash and fleeing the country. When the police raid his house they find all the video and photos of the business along with detailed notes on security movement etc. It also turns out that he is wanted in 3 other states for the same activity. Now, all this could have been prevented if police had been able to check what this guy was doing, run checks on who he was by asking for ID, but no the precious 1A, 3A and the laws that state you don't have to provide ID when asked prevent all that. Is this good in your opinion?
