I think the CPUs rubberband based on the lowest positioned human player, so the CPUs will be very slow until the Luigis are all in top 4, at which point the CPUs couldn't catch up anymore

I think this might be due to the new CPUs, they’re designed to adapt to how you’re playing the game. If you trick, ride rails, etc. they will do that too, but since you aren’t touching the controls they adapt to that
