Just spending money does not give a good military! USA spends ten times more educating a soldier than Finland does. And the Finnish soldier is about ten times better than the American! So spending the money smarter should count as well. The result is the important thing.

a better question to ask is why is the requirement for all countries 5% of the gdp? not all the countries have the same defense necessities (territory size, population, military infrastructure, etc), neither the same gdp, so how come is 5% for everybody? it's almost as if the us just wants to force europe to buy them weapons...

USA doesn't need NATO. USA should exist and let the World deal with their own defense. it was started after World war II for Western Europe and Soviet expansion. it's not needed anymore. USA should leave it immediately and let Europe deal with it themselves
