They were building a ziggurat, seeking to make a name for themselves and become men of renown. Their goal was to draw God down to them through the tower, but that wasn’t God’s plan. His command had been clear: "Go forth and replenish the earth." Instead, they united in defiance and built a tower, directly opposing His instruction. This event is considered the third fall of man.
In response, God came down, confused their language (we’re not told how many languages), and scattered them across the earth. This is also the moment when, according to Deuteronomy 32 and reflected in Psalm 82, God allotted the nations to other divine beings (“gods”) He had created beings who later became corrupt.
But in the very next chapter of Genesis, God calls Abraham and chooses him and his descendants as His own portion.
An interesting parallel: in Acts 2, God once again comes down, this time as fire, and creates a new kind of "confusion," allowing the people to speak in different tongues. But instead of scattering them, He unites them under one Spirit.
