both at fault, truck should have known he wouldnt clear and the worker should have had the lane closed underneath him. osha requires the work area to have cones or barricades to prevent unauthorized access and accidents like this one.

That truck driver knew exactly what he was doing he hit him on purpose. As a traffic electrician you do not need lane closures unless you’re blocking a lane. I’ve had trucks drivers go around me although they’re not gonna hit me.

Worker/city is at fault that’s an open lane and the bucket was way below the light, city is liable for damages to the trailer, those two will get suspended pending investigation and drug tested
