Didn’t Wong Kim Ark say parents had to be in the U.S. legally? And “subject to the jurisdiction thereof” doesn’t simply mean subject to the laws in this country by virtue of the fact that you’re physically present here, because that means everyone and that clause wouldn’t have to be there.

It is an interpretation of the law. The law was written to provide citizenship for slaves after the civil war. People should not be given citizenship as the result of an illegal act, their parents illegally entering the country.
