Hip thrusts are tried and true and will absolutely grow your glutes if done correctly. What’s most important with this exercise is “time under tension”. So I think her point is that, super heavy weight isn’t really required more so than a weight that creates tension and doing the movement slow and controlled so that the muscle is under tension. With that said, everyone is at diff points in their journey. I’ve been at this for awhile and have progressively overloaded for years. 3 plates is light work for me while maintaining good form but that heavy isn’t as important as time under tension.

I get what she's saying. You don't need to go so heavy when you're not performing the exercise to it's intended ROM for full effect. I get just as much burn going lighter and squeezing-Ig that's old school weight lifting advice
