there's no specific law about using samples because it would just fall under copyright law, which allows you to use others works for inspiration granted your creation is unique enough to sound different than the original sample. on top of that, it also comes down to whether an artist will pursue a copyright claim. for example, "Somebody That I Used To Know" by Gotye was almost entirely ripped off by doechii in her song "Anxiety", like the whole song is the same besides the lyrics. if Gotye sued her for copyright, they would win handily. until Gotye pursues legal action, though, that song is allowed to exist, unfortunately
